Job Description For Manager Administration

The study of organizational behavior is just that: the study of how humans behave within organizations. While the field has existed for centuries, it has not begun to change dramatically until recently. Once seen as highly rigid and paternalistic, organizational behavior began to be viewed differently in the 1960s, when focus shifted from structure and a machinery-based sensibility to a more humanistic approach, concentrating on how workers could grow and develop within the organization. The focus shifted from fitting workers to an organization to fitting an organization to its workers.

Though several different concepts exist about the nature of human behavior in organizations, two of the most commonly applied are the concepts of group dynamics and organizational development. The first, group dynamics, is concerned with how small groups develop, function, and interact with other small groups and with the structure of the organization. Formal groups are those created by the organization, and fall into two categories: command groups, which are supervisory, and task groups, which are created to serve a specific purpose. Informal groups, or groups of friends and colleagues, also form within organizations. The second commonly applied concept to organizational behavior is that of organizational development. Organizational development is deliberate change within an organization, which is planned and implemented by professionals with a sound background in organizational behavior. It is a strategy for increasing effectiveness, but it can be difficult to implement in the public sector because top management in this sector is very fragmented and isolated. However, structured change is necessary in order for an organization to survive.

Next, the way in which the personalities of workers within a bureaucratic structure interact with the structure itself is a factor in organizational behavior. People act differently within structured settings than they do otherwise; this observation led to the creation of the field of organizational behavior. Bureaucracies contain an inherent paradox because, while the workers within them often feel unable to act up to their full potential, the institution as a whole is often capable of far more efficiency and output than would all the people it contains working alone. However, bureaucratic structures have their faults as well. For example, the pressures of workers to conform to rules can lead to rules being followed as an ends rather than a means. Also, bureaucracy can be maddeningly impersonal, even to its own detriment as it attempts to apply standards to cases that only partially fit. While being impersonal or impartial may ensure everyone is treated equally, it does not necessarily mean true justice is achieved. Furthermore, “bureaucrat bashing,” or the blaming of the bureaucracy for social, governmental and other troubles, is a popular pastime not only among American citizens, but among their public candidates as well. However, despite this, most Americans like their local bureaucrats, and appreciate the expediency of service they receive from these workers.
